Discontinuation of the Paper-Based Social Security Booklet \u2013 What Does This Mean in Practice?"},"content":{"rendered":"<p style=\"font-weight: 400;\">As of\u00a0<strong>1 January 2026<\/strong>, a significant change will take effect in the Hungarian social security system: the\u00a0<strong>paper-based social security booklet (TB kisk\u00f6nyv)<\/strong>\u00a0will be discontinued and replaced by a new\u00a0<strong>electronic system, the so-called e-Social Security Booklet (e-TB kisk\u00f6nyv)<\/strong>.<br \/>\nThe objective of this change is to\u00a0<strong>reduce administrative burden<\/strong>\u00a0and ensure\u00a0<strong>faster and more secure access to data<\/strong>.<\/p>\n<p style=\"font-weight: 400;\"><strong>What Was the Social Security Booklet Until Now?<\/strong><\/p>\n<p style=\"font-weight: 400;\">The social security booklet was a\u00a0<strong>paper-based document<\/strong>\u00a0in which employers recorded an employee\u2019s\u00a0<strong>insurance relationships<\/strong>\u00a0and certain\u00a0<strong>health insurance cash benefits<\/strong>.<br \/>\nMaintaining this booklet represented a\u00a0<strong>significant administrative burden<\/strong>\u00a0for both employers and employees.<\/p>\n<p style=\"font-weight: 400;\"><strong>What Will Change from 2026?<\/strong><\/p>\n<p style=\"font-weight: 400;\">As of\u00a0<strong>1 January 2026<\/strong>:<\/p>\n<ul style=\"font-weight: 400;\">\n<li>Paper-based social security booklets will\u00a0<strong>no longer be issued<\/strong>.<\/li>\n<li>Data related to\u00a0<strong>insurance relationships<\/strong>\u00a0and\u00a0<strong>cash health insurance benefits<\/strong>\u00a0will be available\u00a0<strong>electronically in a central system<\/strong>.<\/li>\n<li>The name of the new system is the\u00a0<strong>e-Social Security Booklet (e-TB kisk\u00f6nyv)<\/strong>.<\/li>\n<li>In the case of\u00a0<strong>social security paying agents<\/strong>, employers and payroll providers will be able to access, via the e-TB booklet system, the\u00a0<strong>employee\u2019s historical data required for determining health insurance benefits<\/strong>, which were previously recorded in the paper-based booklet.<\/li>\n<li>In the case of\u00a0<strong>employers that do not operate as social security paying agents<\/strong>, the\u00a0<strong>Hungarian State Treasury (M\u00c1K)<\/strong>\u00a0will maintain the e-TB booklet based on\u00a0<strong>T1041 forms submitted to the Hungarian Tax Authority (NAV)<\/strong>.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>What Must Be Done with the Old Paper-Based Social Security Booklet?<\/strong><\/p>\n<ul style=\"font-weight: 400;\">\n<li>The employer is required to\u00a0<strong>return the paper-based social security booklet to the employee<\/strong>, at the latest\u00a0<strong>upon termination of employment<\/strong>.<\/li>\n<li>The employee must\u00a0<strong>retain the booklet for 5 years after reaching retirement age<\/strong>.<\/li>\n<li>If the employer is unable to hand it over, the\u00a0<strong>employer must retain the booklet<\/strong>\u00a0until the same deadline.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>Where Will the Data Be Available?<\/strong><\/p>\n<p style=\"font-weight: 400;\">Employees will be able to review:<\/p>\n<ul style=\"font-weight: 400;\">\n<li>via the\u00a0<strong>NEAK online interface<\/strong>, and<\/li>\n<li>through the\u00a0<strong>magyarorszag.hu portal<\/strong><\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">their\u00a0<strong>insurance history<\/strong>\u00a0and, from 2026 onwards, data related to\u00a0<strong>sick pay, CSED, GYED<\/strong>, and\u00a0<strong>other cash benefits<\/strong>.<\/p>\n<p style=\"font-weight: 400;\"><strong>What Happens in Case of Data Discrepancies?<\/strong><\/p>\n<p style=\"font-weight: 400;\">If an employee notices that a\u00a0<strong>previous insurance relationship is not reflected<\/strong>\u00a0in the electronic system, they may initiate a\u00a0<strong>document-based evidentiary procedure<\/strong>\u00a0with the\u00a0<strong>competent government office<\/strong>\u00a0based on their place of residence.<\/p>\n<p style=\"font-weight: 400;\"><strong>What Does This Mean for Employers?<\/strong><\/p>\n<ul style=\"font-weight: 400;\">\n<li>For employers\u00a0<strong>without a social security paying agent<\/strong>, once the paper-based booklet has been handed over,\u00a0<strong>no further administrative obligation arises<\/strong>.<\/li>\n<li>Employers operating a\u00a0<strong>social security paying agent<\/strong>\u00a0will have\u00a0<strong>query access<\/strong>\u00a0to the e-TB booklet system,\u00a0<strong>limited exclusively to employees currently employed by them<\/strong>.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>Summary<\/strong><\/p>\n<p style=\"font-weight: 400;\">The introduction of the\u00a0<strong>e-Social Security Booklet<\/strong>\u00a0is a clear step toward\u00a0<strong>digitalisation<\/strong>, which:<\/p>\n<ul style=\"font-weight: 400;\">\n<li>reduces paper-based administration,<\/li>\n<li>increases transparency of insurance relationships, and<\/li>\n<li>in the long term, results in\u00a0<strong>simpler and more efficient administration<\/strong>\u00a0for both employees and
